After some fiddling with my system settings, I started searching the Web for answers. I found others who'd had the same problem, but no solution. After applying the latest set of Office updates, Outlook exhibits a new behavior in that when creating an email from a template (.oft) my signature is inserted into the file.

If the format of the template is Rich Text, the signature gets properly inserted at the end of the message. However, if the message is HTML format, the signature is inserted at the beginning of the message.
